Specific Objectives of the RICTSP

 The specific objective of the RICTSP is to provide the Regional organisations and the member states of the ESA region with the management and technical expertise to help advance the region in its quest for regional integration through efficient ICT, and ultimately to reduce the digital divide in the ESA Region.

 

Three Main Results of RICTSP

RICTSP will address and deliver the following three main results in an integrated way:

Result 1: Development, and monitoring of implementation, of ICT policy guidelines and strategies and monitoring of e-readiness status.

Result 2: Provision of high-speed Internet connectivity to key regional stakeholders, and installation and use of ASYCUDA++ (software) in selected countries.

Result 3: Improved and more efficient access to economic, commercial and practical information for the public and private sector through establishment of regional internet portals, information clearing houses and database-driven websites coupled with improved SME ICT skills.

 

Specific Activities linked to the three overall Results 

Activities linked to Result 1 - Implementation of the regional ICT policy

Activity 1.1: Provide technical guidance and administrative support for the activities and decisions of the Technical Steering Committee
Activity 1.2: Provide technical guidance and administrative support for the activities and decisions of  ARICEA in order to translate policy and regulatory guidelines into national regulations
Activity 1.3: Assistance in the establishment and smooth functioning of national ICT working groups (Prepare ToR and guidelines for activities, Provide technical advise, Assist in selecting short term expertise)
Activity 1.4: Prepare ToR and recruit short term expertise to develop an harmonized metric to measure e-readiness and regular monitoring and reporting on the state of e-readiness
Activity 1.5: Provide technical assistance to ARICEA and National Regulators
Activity 1.6: Prepare ToR and recruit short term expertise for ICT policy guidelines, strategies and regulatory framework to be adopted at national level
Activity 1.7: Cross monitor the work  being done by the experts involved
Activity 1.8: Develop National database on ICT

Activities linked to Result 2 - High-Speed Internet Connectivity
Activity 2.1: Assess the needs in all Regional Organisation headquarters and co-ordinating ministries and review the feasibility and sustainability (technically and financially) of the proposed options
Activity 2.2: Supervise the acquisition and installation processes of the necessary equipment
Activity 2.3: Provide support to selected ESA countries in migration to ASYCUDA ++

Activities linked to Result 3 - Improving access to information
Activity 3.1: Establish  regional information portals and clearing houses
Activity 3.2: Redesign and develop RIOs websites
Activity 3.3: Enhance RIOs skills in website design and management, analysis and packaging local content on the web.
Activity 3.4: Elaborate incubator projects to develop SMEs capacity to use ICT
